network probs

I am on a network. For some reason, i cant get napster or hotline to download through the network. I am running a program on the main comp called proxy+ 2.20 which runs on port 4400. I set hotline/napster to download through the proxy, ip adress 192.168.0.1:4400 yet the connection is always refused. I then set it to tunnel through http proxy, whcih doesnt work either. Any suggestions, im at a loss
