Try going to Control Panel ---> Network and remove his TCP/IP protocol settings that are bound to his cable modem/router/NIC or whatever. Reboot, bind TCP/IP to it again, set up the proper settings for it (default gateway IP, and whatever else), reboot, and see if that works.
When my DSL router stopped working it was cuz my TCP/IP settings were fucked up.
If that doesn't work, you might want to call the ISP or the tech help number they should have supplied with the cable doo-bob.
