Sometimes, yes, yes, and yes.
There have been enough different people in those outfits over the years that it's very difficult to make generalizations about this band.
The one thing that has ALWAYS been true of GWAR is that they have always, repeat, ALWAYS, been entertaining. For how many musical "artists" can this be said.
The live act is jaw-droppingly funny; one of my favorite experiences ever.
As for the quality of the music: the last few albums have actually been pretty good in terms of musicianship, and everything since "Hell-O" has been at least competent. But what sets them apart from pretty much everyone else in modern rock is Dave Brockie's command of power-worded language...at their best, GWAR lyrics sound like something out of the Book of Revelations. Check out the lyrics to "Gor-Gor" sometime, and find me any single word that isn't the most effective word possible for its purpose.
They're LEAST enjoyable when they become overtly political (as on most of "Ragnarok," because at that point they become a second-rate version of any number of politically liberal bands. But when they're just rolling around in their own depravity and enjoying every minute of it, few bands are better.
