Here's what they had to say about it.
Download the Free mp3PRO Encoder/Decoder
The worlds most popular audio compression format gets even better! Mp3PRO is both backwards and forwards compatible with mp3 and creates files that are 1/2 the size of normal mp3 files.

Having just ripped direct from a CD to WAV I then encoded it with 2 different programmes. The first was CDEX 1.3 which is very good at ripping and encoding to and from wav/mp3/cda. The audio quality was excellent, as I ripped it at 128kbps which is standard for mp3's and is also cd quality.
To try an rip with the same programme with any of the current codec's at 64kbps would produce a very bad sound, with lots of distortions.
However, using this new programme it seemed to work very well. I can tell by playing the 128 vs the 64 the quality isnt perfect, but its damn good and easily good enough for a portable mp3 player. Here's how the file sizez compared.
mp3PRO codec 64kbps/second @ 22khz
Filesize: 1.96 MB (2,058,368 bytes)
Windows mp3codec 128kbps/second @ 44khz
Filesize: 3.92 MB (4,112,384 bytes)
The codec fyi was created by the guys who made the original mp3 codec.
Looks promising.
