Not anytime soon. The farm land confiscated thus far has not been given back and racial tensions are so thick, you could cut them with a knife. I predict Zimbabwe will degenerate into another Ethiopia.

I'm cautiously optimistic of this latest development, keeping in mind he's invented African fascism. It seems Mbeki finally made an impression on him.

I think if he can't keep pointing at other 'enemies within' and say 'these people are the cause of all our problems', a bit like the way that Stolypin used to incite pogroms in pre-revolution Russia when the natives were restless, then his populace might turn on him...

I think the politic in Africa is ebbing toward anarchy, not order.
The rule of law has been broken by the establishment. It will take a large social upheaval to restore law. Possibly revolt.
When the government sponsors thugs with machettis to illegaly reclaim property it will take more than a policy change to regain credibility.

Granted that our schools don't cover much African history....
I don't recall ever hearing of a revolt in any African nation that was not originated from within the army or ruling class.
I seriously doubt there will be any type of uprising among the peasants.
Western/central/southern Africa have always been tribal and many of their governments still operate that way.
Consider that we are talking about an entire continent...
I personally believe all this will rotate out when capitalism takes over.
Once the men on top have their share and do not feel threatened by the common man as a weight around their neck they turn loose and let them work to stimulate more money.
This is basically what happened in Japan (of course they were forced into it).
It would happen in the middle east if we'd quit fucking with them and creating enemys.
No one wants to bomb us and take our land.
They want to sell something to us.
They want our money.
And they don't want it once.
They want it every year over and over and over.

The problem with crusades caused by Western political opinion is that they tend to peter out easily - they need to have CNN constantly showing images to inflame us complacent Westerners for the crusade to maintain steam. Your modern dictator realises this.
So when the heat gets to be a bit too much, Mugabe puts his efforts on hold for a while. He doesn't really have to give up anything... but it ends the criticism for a while.
Then, when the heat has passed, he starts up again, only to stop when the sleeping giant that is Western public opinion starts to wake.
Hell, even the Soviets knew this. Their idea to take the rest of Europe was to take one little country at a time, never doing something with sufficient outrageousness in a short enough period of time to cause a major reaction on the part of the west.
Because the fact is, we are a bunch of complacent peaceniks who do actually believe violence is never a real solution. And we would do anything to avoid a war unless we really have no choice.
Hell, someone could probably come up with the "Dictators' Equation", something for them to keep in mind at all times:
Amount of Misbehaviour/Time Elapsed = Likelihood of Western reaction
And while this remains true (and I don't see it changing anytime soon), being an African dictator will remain laughably easy.
