They see civilians as taking full part in the war, as they themselves, as civilians, have been victimised, displaced and killed. What we all see as a horrific attack on civilians is no different, to them, to attacks on soldiers.
Additionally, the Iraqi troops in the Gulf war were conscripts and unwilling to fight, only different from civilians in that their government put them in uniform.
EDIT: That wasn't a very nice re-read, all I'm trying to say is that they don't see it in the same way as us.
Unless people understand the problem (and I understand only a little) in the middle East, it won't get solved, ever. Controlling these incidents involves the need for a solution there, they've been smashed mililtarily before, it hasn't stopped this yet...
