Funky?

I have heard that during Kosovo when Wesley Clark was head of NATO command he ordered British General Sir Michael Jackson to have British troops engage in combat with Russian troops. I have also heard that Jackson is said to have said "I'm not starting WW3 on your say so you fucking cunt" (or words to that effect).

Is this true or just one of those Internet rumours?

I've read it on real newssites, probably BBC. It wasn't to engage Russian troops exactly though, but to take Pristina airport, which the Russians were heading for.

It is indeed true. And there were chemical and biological weapons on that base as well.
