Oh-oh. It means that you're bisexual and the one testicle isn't responding to the sex of the partner you've chosen. It's telling you, "Hey, Lumpy doesn't go for girls," (or boys, or whatever the case may be).
Okay, just kidding. What do you mean, your testicle "isn't moving in response to sexual arousal"? What do you expect it to do, bounce up and down like a kitten in a gunny sack? The only time my balls move by themselves is in response to temperature changes or impending peril, at which point they'll cling to poppa.
Generally, one sits higher than the other so they don't collide together like a caveman trying to start a fire with two rocks. If one goes up higher, it's because it's spermatic cord is shorter and the other isn't supposed to go that high.
But that's enough talk about testicles.
