I think there is a current European Court of Justice ruling prohibiting recognition, but the EU is likely to treat it as de facto independent.

Talking to a Turkish officer last week, one of my colleagues asked if Turkish Army officers are still allowed to kill up to six of their men during the year (disciplinary type stuff)

"Oh yes. But most of them don't bother"
