The AP article had a headline like "Pentagon blocks access to voting site" as if it was something they actively did. The body of the article said it was inadvertent and was being rectified.

My ISP hasn't ever been able to connect to the student loan repayment site. It isn't a Japan or foreign thing because I can from my in-laws or from the office. It's weird though, when you can't connect to something that you know is there.
