The 34 scandals of the Hip-Hop mayor's last week
Ok, not quite 34. But Kwame Kilpatrick has a lot.
Still facing a lawsuit from police officers that were dismissed for blowing the whistle on and investigating an alleged wild party at the Mayor's mansion and for firing the cop investigating the murder of a stripper who possibly performed at the party, Kwame now has new problems. (The administration also disabled the computers of the police investigating it).
Kilpatrick is being sued by the police officers mentioned above, and now also by officers that stopped his Chief of staff for speeding. One said at the time"I've had dope men treat me better." The cops claim she said "Do you know who the (expletive) I am?" (I assume that is fuck, but it could be hell, who knows). She called the police cheif and the officers were called away from the scene. The cops are actually suing because the mayor went on local radio and suggested it was a set-up and the police chief said they were harrassing the woman.
As part of the lawsuits with some of the police, it has been alleged that Kwame carries on with women who are not his wife, including the Chief of staff. Two Washington DC police officers said that their department stopped giving Kilpatrick a security detail in 2002 because of his nightclub hopping. The cops also said he was hanging out with a bunch of women who were not n staff and not his wife.
In December Kwame announced that the city was on the brink of receivership.
So it came a surprise that the city leased a Lincoln Navigator on a one year lease for $24,995 in late November. The invoice indicated it was for the mayor. $25,000 is the threshold for city council approval. When asked about the car, the Mayor said he didn't know anything about it. Some witnesses said they saw his wife driving it. Finally the mayor's office said it was a police narcotics undercover vehicle, but now the media ruined its cover and it could no longer be used. Eventually a reporter tracked down the Navigator, which had the Mayor's wife's license plate and police lights in the windows (not used for undercover). A reporter went to the Coucil of Mayors meeting in Washington DC to ask Kwame about the new developments and his bodyguard pushed the reporter into a wall.

So today he held a press conference with the police chief, and said that the Navigator was ordered for him. He said when he saw the price he told the police chief to return it. Instead, she says she reassigned it to Narcotics (no explanation was given about why she didn't try to return the vehicle). The mayor also denied the charges by the DC police (earlier he accused them of being in cahoots with Detroit officers trying to ruin him, drawing an angry response from the police union). He said that he took the reporter, a man 20 years older and much smaller than him, to be physically threatening. No explanation was given for the multiple stories, other than miscommunication.

The mayor explaining
The ABC affilate is now saying that the police department may have violated Justice Department rules by not reporting the use of force on their reporter within 24 hours. The Detroit Police Department is currently being run under a consent decree from the Department of Justice.
(In 2003 a bunch of Harleys supposedly purchased for the mayor's security detail were found in a police garage on Belle Isle with all of their police equipment stripped off. His security detail consists of a bunch of ex-highschool classmates and football teammates.)
That is a small slice of why Detroit is so screwed up. Not to mention the time there were no cops on patrol in one precinct because they were all with Queen Latifah, partying in a motorcycle club. Or the councilwoman who claimed the mayor was trying to electocute her.
