Trevor Phillips, chair of the Commission for Racial Equality, said many black boys were failing to achieve good results on GCSEs - standardized tests for British students that are crucial to the allocation of college and university places.

Figures released last month showed 35.7 per cent of black students in England scored at least five C-grades at GCSE, compared to the national average of 51.9 per cent.

In an interview with British Broadcasting Corp. television, Phillips said many black boys were suffering from being in a culture where it was not cool to be clever. He said they lacked self-esteem and good role models.

"If the only way to break through the wall of attitude that surrounds black boys is to teach them separately for some subjects then we should be ready for that," he said.

Phillips also recommended a tougher policy on black fathers to keep them involved in their sons' education.

"If they can't be bothered to turn up for parents' evening, should they expect automatic access to their sons?"

"We need to embrace some new, if unpalatable ideas, both at home and at school," Phillips said.

He also suggested recruiting more male black teachers to provide positive role models for students.

Good luck with that one.

See Brown vs Board of Education, USSC - and many subsequent rulings.

That a "person of color" suggests it is not likely to mitigate the impact.

For one thing no such improvement is guaranteed. Secondly even if it becomes beneficial to their education, it definitely draws even more lines between the races. Not particularly a good thing I'd think.

It could work, as long as it's not based on skin colour but on "niggerness", this would stop wiggers slipping through the net, and would also lessen the chance of dark skinned races getting catagorised into "smart nigger" and "dumb nigger" groups.

The problem isnt colour or ethnicity its the so called 'bling bling, gangstaa' culture. For some reason it perpetuates stupidity as a virtue. *kisses teeth*

I've seen plenty of kids, black and white and every shade in between fall into this trap. It's the culture not the race, and its perpetuated by all kinds of crap. Segregation is not the answer, a better positive role models is.

Trevor Philips, for all that I can't bear him, is totally prepared to think away from traditional lines on matters of 'racial equality'. On the other hand, it shouldn't be taken that because he says it, then it will happen.

Personally, I would only stream kids based on performance, not on sex or race and deal with the other problems by other methods.

What the hell does that have to do with it. What is being suggested (and as smug pointed out it may not even happen) is not a form of negative segregation. It is a proposal to tackle the gang culture (specifically in the inner-city) of young black males and try to get them interested in education rather than the current path many take. Brown vs Board of Education has no relation to this suggestion because the context is completely different.

Well you'll be interested to hear that there has been pretty much no impact other than a little bit of talking in the commentary sections of the newspapers and there is general bipartisan aggreement that Phillips' has a point. That doesn't mean it will happen though.
