All bones start out as several small bone growth nodules that during growth, "reach out" to each other. They grow towards one another and eventually join in a genetically predisposed pattern to form our bones.
the condition in question is just a example of such a bone growth nodule that refuses to join with the others, and instead ends up forming a wierd little "mutant bone" of it's own.
