"Pending the outcome of that investigation, two members of staff have been suspended.

"The council will not be able to comment further until those investigations are complete."

It wasn't illegal, anyhow, as the kid was 16. Unprofessional conduct, clearly.

As for moral judgements, aside from the clear one on unprofessional conduct, that would depend on the sort of person the student (male or female) was.

It's in the UK, that was my point about the age of consent (and the booze, for that matter). The bit about the kid being subordinate is why it's unprofessional conduct (and, thus, they've been suspended and will presumably get fired).
