Eh, after seeing my parents' cat torment my dog, just to get her to chase her, I believe that cats actually *like* to be teased. She goes out of her way to smack my dog's feet when she's asleep; dog wakes up, chases cat, cat hides, cat returns for a stare-down.
Hell, animals in a pack pick on each other in a similar manner. And domesticated animals can get so bored indoors that a little teasin' will make them feel like they're, well, animals again. My dog sometimes comes up to harass me when she's bored, so then I'll play tug-of-war with her, take her for a walk, wrestle, whatever. Whenever she's teasing, her tail is always wagging. And when my parents had two cats, they'd go out of their way to pick on each other as well.
