True streaming video has no fixed length and will, in some cases, adjust the bitrate on the fly depending on the remote client. There's also secondary stuff like streaming video tends not to include a true seek track, generally isn't savable locally by the remote client and is usually served up using a protocol other than HTTP(ie. RTSP/RTP).
In your example, a normal video is being *treated* as streaming video, rather than being a video stream.
