It seems to me that even if the gains thus far are, in net, negative (and that's not a settled issue by any means), that needn't mean that the end result will be a net negative (although I wouldn't bet against it, either, and that would, in the end analysis, be something like a 'loss').
And one side certainly can win a war, I think, although simple 'win/loss' adjudication is going to miss out on a lot of interesting stuff. It can be, perhaps, that two opposing sides can both get some sort of win (in that their opposition might be a consequence of their respective objectives rather than the end in itself; in that case, it might be that partial achievement of ojectives is achievable for both sides). I would say (although I'm not any sort of expert) that Vietnam was a pretty clear loss, WW2 a pretty clear win (both for the US), but maybe Iraq will turn out pretty complicated.
