a synopsis

1) ganster syndicate controls crime from jail via cellphones
2) Police plans to tranfer said gansters to a remote jail without cellphone reception
3) syndicate attacks police stations, killing 42 cops
4) Police retaliates by killing 109 people, some after they were arrested.

I imagine that they feel that they can't trust the guards not to supply them with phones. However, you think that they might just use one of those devices that destroys reception.
