Too much flex in the board, laying too far back or not paddling in fast enough would be my guess. Try using a pair of fins to help give you a bit more speed would be the cheapest solution, a more costly one would be to buy a better board, the ones made of high density EVA with a bottom-ply of PVC are good and not too expensive.
