Oaxaca Call for Action

My friend Claire from Mpls is in Oaxaca right now and has sent a few messages my way. I told her I'd repost this stuff around the net wherever I thought it might be appropriate.

Last night listening to Radio Universidad we could hear shots in the background as they were under attack. The Radio Universidad called for people to resist the PRI but to remain peaceful and to not resist the PFP.
There is a march today scheduled around 3pm, I am expecting a lot more violence.
Also last night, there was a funeral for Bradley Will in the centro which I did not know about and was unable to attend.

PFP helicopters circle the city. The radio urges people to go outside with mirrors to blind the helicopters. We watch from our roof as, all around our house, old women and small children hold up their mirrors as the helicopters fly overhead. As the valley unfolds below us, it is filled with constant glitter of bright light from citizens doing the same.

The night was long and filled with anxiety for Oaxaca’s citizens. Glued to our radio, we listened to their calls for peaceful resistance and reinforcement at the barricades under attack. At 2am there was a knock at our door- a friend who had been at a nearby barricade had ran for his life when an estimated 40 priistas showed up and opened fire.

We are shocked and appalled at the recent attacks on barricades in the city of Oaxaca, which led to the death of three APPO sympathizers and one American journalist Friday, October 27th. More than fifteen people have been killed since June 14th, the day when the state police attempted to take the zócalo. These deaths have occurred not only at the barricades but also at peaceful teacher negotiations.

Every morning, news of shootings by local police and priistas against the barricades spreads over the city. Some news comes as a rumor, some appears in the papers. The spin in the international media has been simplified and biased. Thousands of middle aged teachers embroidering under the tarps have been depicted by some media as subversive revolutionaries. In contrast the groups of hitmen have been portrayed as honest citizens tired of barricades, violence and graffiti. These hitmen, among them local police dressed as civilians, are in fact paramilitaries paid by the governor. The media has consistently discredited the social movement, which seeks to open up a democratic space where different cultures and ideas can converge to shape the future of Oaxaca. Diverse voices merge in a unique recognition of the plurality of Oaxacan society: indigenous people, middle class teachers, businesses, students, artists, academics and civic associations, and businesses call for change.
The most surprising aspect of this very tense situation is the tenacity and the will of the people of Oaxaca to achieve the resignation of governor Ulises Ruiz and enact a process of social change. Together with the strike of the teachers of Section 22 and the APPO’s barricades, a strong movement towards active citizenship and authentic participation has begun to develop.
Following the most recent wave of violence, including the murder of an American journalist, the Mexican President Vicente Fox announced yesterday that he would send the Federal Preventive Police (PFP by its Spanish initials). All commercial and civil flights were cancelled; yet the Oaxacan sky yesterday was busy with planes shipping federal police to the local airport. The same troops were sent last May in San Salvador Atenco, with extremely violent consequences. At the moment, the Oaxacan capital finds itself under siege by the federal troops.
While negotiations are going on in Mexico City determining how the PFP will be used, the fear is a desalojo similar to the one that occurred on June 14, or worse San Salvador Atenco. Radio Universidad is the last voice of the social movement, keeping all the barricades informed about shootings and provocations carried out by priistas and local police. The radio transmitting from the Ciudad Universitaria is the only link between the different locations of the social resistance.
At 1 AM, October 29th the radio called for people to resist priistas and local police but not the PFP. We could hear shots in the background during last nights broadcast as Radio Universidad was being attacked. We are constantly worried that anytime transmission may be lost.
In the last couple of weeks the faces of the people in the corner shops, the Zócalo and in the barricades have expressed emotions of hope and joy. Now their faces show heavy anxiety and exhaustion. We hope that today will not bring them any more sorrow. Last night, a compañera named Esperanza reminded us that, “hope is always the last one to die”.


Call for support

Organize demonstrations in front of embassies. This week in Mexico people are celebrating one of the most important religious holidays of the year, the day of the dead.
You could prepare a small altar with a picture of one of the murdered and take your altar to your embassy. All you need is a picture, some candles and maybe some flowers.
You can print out a picture of Bradley Will here while others dead are hard to find pictures of:

Since then, the Popular Assembly of the People of Oaxaca (APPO) has occupied the city. ALSO I have been reading a lot about how all of the international solidarity movements are because of the death of Brad Will. This is partially true, although I knew Brad Will, I think its disgusting that things only become important when someone white and foreign gets involved. HOWEVER, Vicente Fox had been planning to send in the PFP for a while and had to move on it when an international death called international attention. CAUSING an all out war of repression on the streets and basically a lot of terror against the APPO MEANING that international solidarity movements are needed more than ever as things have reached a very terrifying level NOT TO DISCREDIT the months of terrorizing, murdering, attacking and disappearing of APPO/Section 22 teachers. Basically, these months of terror have concentrated into an alarming level since October 27th where as before 1 person disappeared in a day, 32 disappear in a day.
Also the presence of the PFP taking over the city seriously threatens the strength of the APPO/teachers union movement.

ps. minneapolis- im glad to hear everyone is out of jail. I think you should organize a return to the consulate and I hope thats what you're doing.

Priistas are planning to remove CIPO out of the neighborhood by force!

This part of Santa Lucia is enemy territory. It is near Barricade Three, the Prista attack of last Friday, and the site of Brad Will's murder. It's also where the CIPO house is located. When the Pristas first set up their barricades, some were directly in front of the CIPO house, one using materials that had been propped up against the outside wall. Now, less than a week after Brad Will's murder, some of the same Pristas have agreed to "dislodge" CIPO from the neighborhood. If history, recent and distant, teaches us anything, their method will be violence. It is important that they know that acts of violence will not go unseen, even in this small neighborhood that they control. Please contact some or all of those listed below; tell them that if CIPO is attacked, that the Mexican state is responsible. And please also keep this in mind as solidarity actions are planned and carried out.

It's a little confusing for me, actually, but I worry a bit about Claire. She was one of my crusty buddies in Minneapolis, and I went out with her brother a few times. And I do believe that the Mexican government has historically run rather roughshod over its indigenous folks and the entire lower rungs of its society altogether and should be held to some sort of public accoutability over that. I also believe that some of the opposition groups are just as rough in their treatment of people in order to achieve whatever political ends they seek against the ruling party.

Well, yeah, the posts do at times have a thimbles-ish feel in terms of the utter abandonment of any pretense of neutrality; I suppose being shot at will do that to a person. It's all interesting stuff, though, and I hadn't heard about it elsewhere. Would like to keep hearing about it.

Universidad. There was a long battle full of molotovs, tear gas grenades,
clubs and water cannons. However, there are helicopters roaring towards
Radio Universidad every 30 seconds, so who knows for how long.
People have been severely injured, one person had their skull smashed.
The numbers of people detained are probably in the hundreds by this point.

The Popular Assembly of the Peoples of Oaxaca (APPO) has forced the Federal
Preventive Police (PFP) into a retreat from its attempted incursion into
the Benito Juarez University. But the war is far from over.

After a six-hour siege on the Benito Juarez Autonomous University, which is
the home Radio Universidad, voice of the APPO, the Federal Preventative
Police was forced to retreat just moments ago.

As helicopters, tanks, and scores of armed federal police approached the
University campus, "la doctora," the now famous host of radio APPO, urged
the citizens of Oaxaca to rush to the scene to aid in the defense of the
campus and particularly, of the radio station.

Scores of neighbors and students reportedly surround the PFP troops.
Simultaneously, APPO supporters in Mexico City marched from the hunger
strikers' encampment near the Senate to the offices of the PFP to demand a
retreat from the campus.

Mexican law prohibits the incursion of law enforcement into autonomous
universities, unless requested by the university rector. The rector of the
Benito Juarez University categorically rejects the presence of the PFP and
did not give his approval to the agency to enter the campus.

Although it is unclear whether or not the retreat will be followed by a
return to the scene tonight, one thing is quite clear at this moment; the
APPO has dealt an important blow to the PFP and has proven that they are
indeed capable of defeating the invading army.

The assault also marked an increase in the brutality of the PFP's methods;
at least 40 protesters were injured, according to radio universidad.
Another "innovative" technique by the PFP today was the use of a staining
agent mixed into the water shot by tanks at demonstrators. The staining
agent presumably marks protesters for subsequent arrest.

There are additional reports of more prisoners being flown off into custody
in helicopters, and also word of tear gas having been shot directly into
private homes in the vicinity of the University.

The hosts of Radio APPO are currently reminding listeners that although
this battle may indeed represent a turning point in the war to rid Oaxaca
of the PFP and of discredited Governor Ulises Ruiz Ortiz, it is important
not to become over-confident.

Nevertheless, in the coming hours the spirits of the APPO and their
supporters is sure to be on the rise.

Many observers predicted from the outset that the PFP's occupation would
not be successful and would soon become unsustainable.

have disappeared since yesterday. No one died, but many, many are severely
injured (on both sides) and that could, maybe has changed.
The PFP was using tear gas grenades/bullets that they were reportedly
firing directly into peoples bodies and the APPO were armed with rocks and
molotovs.
There were a lot of reports yesterday of PFP throwing tear gas bombs
directly into APPO members houses through the windows.
On Sunday the APPO has called for demonstrations, Im unclear as to what
exactly that entails.
There is an APPO meeting going on right now and delegates will be headed
over here to Santo Domingo to reiterate what they talked about, I'll let
you know after it happens.

Would any collectives/organizations be interested in setting up a donation
program through the Casa Chapulin collective and members of APPO?
Are there people you know who want to send some sort of donation? If so can
you put me in contact with them?
Also if you know anyone who is on their way to Oaxaca and wants to help out
can you put me in contact with them?
I need some help with this here, I have zero experience in this field and
am trying to do as much as my two hands can.

oaxaca city leaving from Crucero de Viguera. Also buses of supporters from
Mexico City are leaving for Oaxaca at 9AM.

Regarding donations:
No, as far as I know you can't donate to the APPO through the internet.
Thats why I want to talk about what is the best way to set this up. I still
haven't spoken to Maribel in length about how this bank account works. She
says that only 3 people moderate it, which makes me think that there are
other APPO bank accounts, but I really have no idea. Also, whether this
bank account is accessible internationally, I have no idea. The bank is
Banamex.
I guess what I need to do is really talk to more APPO about international
donations.
What Diana (collective member) suggested is that donations be sent to one
of our bank accounts and then we go and purchase the supplies, food, or
just make sure the money gets to the right places.
My problem with that is, if this is going to be something large scale, I
strongly doubt people are going to want to be putting money into a
strangers bank account. There needs to be some system of accountability so
that i can assure people there donations are going directly to what is
desperately needed down here. What are your thoughts on this? I have a
paypal account, but then again, i don´t think anyone would feel comfortable
with that.
Do you think that some system of accountability could be created, or it
would it be better to set up an entirely different bank account?
I'll be sure to talk to Maribel and others asap.

As many of you have been reading recently, the situation in Oaxaca has
become increasingly violent in the past weeks since the entrance of the
Federal Preventative Police (PFP), elements of the Army and Navy, and
increased aggression by government funded paramilitary groups. The conflict
began 5 months ago when members of Section XXII of the teachers' union
(SNTE) began their annual strike demanding better pay and working
conditions. After brutal repression of the strike on June 14th, the Popular
Assembly of the People of Oaxaca (APPO) formed, comprised of many
individuals and social organizations throughout Oaxaca. Negotiations
continued to fall short of the primary demand of Section XXII and the APPO:
that state governor and tyrant Ulises Ruiz Ortiz step down from power. They
soon became almost farcical in nature, and while negotiations continued on
the one hand, at the same time the same Federal Government began sending
elements of the PFP and Armed Forces to Oaxaca. Despite the government
rhetoric claiming that their 'army of peace' only intends to establish law
and order, and secure citizens rights to free transit, violence has
increased since Federal Forces entered this past Friday October 27th. In
these past 10 days, at least 3 more people have been killed, and hundreds
have been wounded, disappeared, and detained. There are currently blockades
at all entrances to Oaxaca City, with up to a thousand elements of PFP
searching, reviewing, and filming all those who enter the city. Despite the
continued presence of these federal occupation forces, the APPO continues
to be organized, and today's Mega March (the sixth that has taken place in
Oaxaca since the beginning of the conflict) saw, according to some sources,
more than a million people take the streets in support of the APPO and
demand the immediate withdrawal of these forces. Because of the physical
and informational blockade around the city and the developing situation,
members of the APPO and citizens of Oaxaca alike have been running out of
food, and with banks closed, they are unable to even access their own
accounts.
This Thursday, November 9th, a caravan is being convened to bring aid
(food, water, phone cards, money, etc.) as well as establish a solidarity
presence from the people of Chiapas and the world. We are soliciting
donations from national and international civil society for our brothers
and sisters in Oaxaca who continue to struggle against these forces of
occupation, and for the renunciation of Ulises Ruiz Ortiz.
