Well, what the British call 'biscuits' and what the Americans call 'biscuits' are really very different; the American 'biscuit', in the UK, would be a sort of 'scone'.
The King of Cakes is Victoria Sponge (one of the easiest to make, as well). Cream 4 oz of sugar into 4 oz of margerine, fold in two eggs (each with a little flour) then beat in 4oz of self-raising flower. Put into two lined 6" tins and 20-25 minutes in an oven preheated at 180C/350F. Turn out and wait until cool, then sandwich together with some strawberry or raspberry jam and possibly also some buttercream icing.
EDIT: Made two corrections (margerine only (not butter), and use self-raising flour)
