I think what the British authors meant was "state-level equivalent for a non-state." As in one tier below federal-level.

From Economist.com

Living costs in big cities

PARIS is the most expensive city to live in according to the latest survey from Economist Intelligence Unit, a sister company to The Economist. The survey assesses the cost of living by comparing housing, food, clothing, transport and utility bills and the like in 132 cities around the world. Tokyo comes second, up from sixth place a year ago. The fall in Russia's currency against the dollar has made Moscow cheaper than it once was.

I live mostly off of seafood rice and vegetables. My food bill sucks too. But it's worth every penny.

The Big Mac index
Exchanging blows
Our Big Mac index shows the Chinese yuan is still undervalued

Mar 17th 2010 | From The Economist online

RECENT renewed American calls for China to revalue its currency have so far fallen on deaf ears. China has rejected accusations that America's huge trade deficit with it is caused largely by an artificially weak yuan, which has been pegged to the dollar since July 2008. Economists point out that a depreciation of the yen did little to help reduce America's trade deficit with Japan in the 1980s. But the yuan is unquestionably undervalued. Our Big Mac index, based on the theory of purchasing-power parity, in which exchange rates should equalise the price of a basket of goods across countries, suggests that the yuan is 49% below its fair-value benchmark with the dollar.

Climate change
A variety of warmings
Temperatures are rising over land and sea

Mar 19th 2010 | From The Economist print edition

Some critics argue that the global record of land surface temperature over the 20th century could be to some extent corrupted by heat from towns and other factors. There is a clear warming, though, if a lesser one, in two other records made independently; that of the temperature of the oceans' surface waters and of the night time air temperature over the oceans. While the larger warming over land could in part reflect some error of procedure, though that is not proven, the trends all have the same shape.

Not too mention the cultural loading of the images. Playing propaganda games is not likely to improve things.

Hadley Centre is closely linked to the CRU at the University of East Anglia, and is one of the most adamant groups supporting the "data correction" models used in computer modeling of the climate.

I suspect a corner store selling both milk and light bulbs along with the beer and cigarettes qualifies in that thing as a "supermarket".
