It is a perfectly valid resolution as submitted. The Constitutional citations are correct, and identifying any such presidential action without Congressional authorization as an impeachable offense is entirely within the power of the House, since the House alone gets to decide what constitutes a "high crime or misdemeanor". That authority is not subject to any review or appeal by any body or agency at any level of government.
The House may impeach, but the Senate sits en banc as the Constitutional Court too hear the Articles of Impeachment brought. It requires a 2/3 majority vote of the Senate as a whole to convict upon impeachment any federal officer, especially the president.
