This one actually has a good reason behind it. We've got a similar law in Myrtle Beach, SC. Basically, the road is quite popular for people to cruise up and down, showing off their cars, looking at scantily clad girls, etc. During tourist season, this causes unbelieveable amounts of traffic, to the point where it's faster to walk .
Not that the law helps a whole lot in Myrtle Beach... they still do it. Of course, in Myrtle Beach, the cruising law only applies at like 2 a.m. to 6 a.m., so.. well.. it's kinda pointless.
