*The Sino-Soviet Border Conflict, 1969: U.S. Reactions and Diplomatic
Maneuvers*
During the summer of 1969, some U.S. government officials wondered whether the
ongoing Sino-Soviet border clashes would escalate; some even speculated that
the Soviet Union might launch attacks on Chinese nuclear weapons facilities.
An Electronic Briefing Book of recently declassified U.S. government documents
captures some of those apprehensions, as well as those of the Chinese and the
Russians, by publishing some of the most significant sources cited in an
article in the current issue of _Cold War History_: "Sino-American Relations,
1969: Sino-Soviet Border Conflict and Steps Toward Rapprochement," by William
Burr, a senior analyst at the National Security Archive.
The documents highlight Washington's perceptions of the border tensions that
escalated during March 1969 and the internal U.S. government discussions of
the possibility of a wider Sino-Soviet war. They also elucidate the Soviet
Union's use of military threats to coerce Beijing into entering diplomatic
negotiations over the disputed borders. Information acquired by the CIA and
other agencies suggested that the Chinese were worried and interested in a new
relationship with Washington. Archival documents also illustrate secret White
House initiatives to turn a page in Sino-American relations by opening secret
communications channels through Pakistan.
